ELDT Regulations
FMCSA’s Entry Level Driver Training (ELDT) regulations set the baseline for training requirements for entry-level drivers. This applies to those seeking to:
- Obtain a Class A or Class B CDL for the first time
- Upgrade an existing Class B CDL to a Class A CDL
- Obtain a school bus (S), passenger (P), or hazardous materials (H) endorsement for the first time.
The ELDT regulations are not retroactive; individuals who were issued a CDL or an S, P, or H endorsement prior to February 7, 2022 are not required to complete training for the respective CDL or endorsement.
If an applicant who obtained a CLP prior to February 7, 2022, and obtains a CDL before the CLP or renewed CLP expires, the applicant is not subject to the ELDT requirements. Any individual who meets one of the exceptions for taking a skills test in 49 CFR Part 383 is also exempt from the ELDT requirements.
Important Instructions For Hazmat Endorsement
DO NOT just show up to DMV to take the Hazmat test if you have not taken a theory course, or haven’t gotten your TSA fingerprints completed – The DMV representative will turn you away.
The proper steps to follow are mentioned below –
- Take the required Hazmat Theory Course, and get a score of 80% (passing score) or more on the final test.
- Undergo a required Federal Security Threat Assessment (popularly known as the TSA background check).
Link: https://www.tsa.gov/for-industry/hazmat-endorsement - Fill out the “Hazardous Materials Endorsement” application through the DMV or TSA, depending on whichever one is required in your state.

Hazmat DMV Test Questions and Answers
The Hazmat test at DMV consists of 30 questions. You have to score at least an 80%. This video is equipped with the same questios and answers you will see on your Hazmat DMV test.
